Richard B. Hayter received a B.S. degree in mechanical engineering from South Dakota State University in 1965 and an M.S. and Ph.D. in mechanical engineering from Kansas State University in 1973 and 1975, respectively. He is a licensed professional engineer. 

Hayter serves as Associate Dean of Engineering for External Affairs at KSU. In this capacity, he coordinates outreach activities of the college, legislative affairs, international programs and alumni and corporate relations . In addition, he served as director of Engineering Extension from 1980 to 2002. He was a member of the KSU Mechanical Engineering faculty from 1974 to 1977. 

Hayter began his engineering career with Pratt & Whitney Aircraft as an experimental engine test engineer, and served in the U.S. Air Force from 1966 to 1970. In 1970 he came to KSU as a graduate fellow with the Institute for Environmental Research. From 1977 to 1980, he was executive vice president of Energy Management & Control Corporation, an engineering consulting firm specializing in energy management in commercial and industrial buildings. 

In addition to publishing 51 papers, 19 of which were peer reviewed, Hayter has lectured in over 35 countries. 

While at Kansas State University, he was named to the Kansas governor’s cabinet as Director of the Kansas Energy Office, was the KSU Assistant to the President for Government Relations, and served as Manhattan City Commissioner and Mayor. He is a  member of the board of the Boy Scout Coronado Area Council and the Manhattan Regional Airport Advisory Board, past member of the Manhattan Area Chamber of Commerce Board, the KSU Theatre Development Board and the Friends of the KSU Library Board. 

Hayter served as president of the American Society of Heating, Refrigerating and Air-Conditioning Engineers with 54,000 members in 120 countries. A Fellow of ASHRAE and chair of the ASHRAE Foundation Board of Trustees, he is the past Dean of the ASHRAE Learning Institute, an ASHRAE Distinguished Lecturer and recipient of the ASHRAE Distinguished Service Award. He received the American Society for Engineering Education-Dow Chemical Outstanding Young Faculty Award and was named Distinguished Engineer by South Dakota State University. 

Hayter resides in Manhattan, Kansas, with his wife Barbara Bonzer Hayter. Their children, Sheila and Ryan, are both KSU graduates.
