The DEG, a division of the AAPG, wishes to establish a linked site in order to offer on-line courses; DEG news releases; hot links to similar sites including environmental job postings, other professional organizations, environmental regulatory agencies, and additional sites to be determined later. The main focus for the first six months of operation is to establish an on-line learning center. The site manager will be an essential focal point in this process and will interface with the AAPG site manager, AAPG headquarters staff, DEG officers, and a DEG committee established to help coordinate this site.

The site manager would maintain the site, supervise the on-line courses including collecting and disbursing the course fees. If the course is interactive the site manager will be responsible for coordinating between the class instructor and students regarding class times, communication with the instructor, etc. The site manager should be capable of establishing an e-mail box for each class instructor where students direct their questions.

The site manager will also maintain records of names and numbers of attendees, courses offered, suggest ways to develop and offer programs more cost efficiently and edit courses if necessary. The site manager is expected to update the site periodically to account for any additions and expansions as the program grows and develops. This would include any necessary coding and trouble-shooting.

The site manager should have experience relating to online purchasing. The site manager would choose or recommend a method of allowing on-line payment of course fees, using either an in-house server or by contracting with a third party payment system. In addition, the site manager should have experience in protecting parts of the site by password or IP-locking areas of the web site.

The intended audience is employed by major and minor oil companies (24%), consultants and independents supporting oil/gas exploration and production (30%), service industry, government, and education sectors (15%), environmental firms (3%), and others (14%).

Services would be required, depending upon the success of the course offerings, for at least six months. A review of the site manager by the DEG at six months will determine if the services will be retained or rejected based on site manager performance.

The DEG will determine the cost of each course and be responsible for advertising and course accrediting. All responsible parties are encouraged to submit a proposal, including compensation requirements, to be considered for contract award. No verbal requests will be accepted. Any questions regarding the request are to be sent in writing to the above address at least one month before the deadline. Anticipated issue date is March 1, 1998. This request is open to all sources, but a current successful track record of Website management as well as competitive pricing will be a major part of the selection criteria.
