The national FY08 DEPSCoR program announcement has not been released by DoD and is not expected until later this summer. Preliminary information indicates that the program will be very similar to last year and there will be no substantial changes in proposal requirements.
It is planned to release a preliminary Kansas FY08 program announcement within a few weeks and it will be very similar to the program last year. Until the FY08 Kansas program is released, researchers interested in submitting a proposal for the FY08 program are referred to last year’s program as a guideline for requirements and deadlines. This information will be retained on this website until the Kansas FY08 program is announced.
If you have not already done so, it is critical that you establish a dialog about your proposed research with the appropriate program manager(s). See the Kansas FY07 program announcement for more information about this requirement.
Researchers intending to submit proposals to the DEPSCoR program should be aware that the national funding for this program has been cut considerably in the past several years. Funding for FY 07 was only $7M for the whole national program and indications are that it will be substantially lower in FY08. Researchers should not see DEPSCoR as the only avenue or entry point for obtaining DoD funding. If you are submitting a proposal through DEPSCoR, you should also be seeking funding through other programs as well. The DEPSCoR program alone does not offer a very high probability of success given the low level of national funding. |

From the 2006 DESPCoR program, there had been several requests for clarification as to how to translate the DoD minimum budget requirement of $350,000 into the minimum budget that should be included in the pre-proposal, which also includes the KTEC sponsored match. The exact calculations are a bit complex. For the purposes of the pre-proposal, the following guidelines are sufficiently accurate to determine the minimum budget to show on the pre-proposal. Of course, larger budgets are allowed.
If the total equipment cost is not greater than approximately $130,000, then the total non-equipment direct cost must be at least $370,000 less the cost of the equipment. For example, if you have $100,000 for equipment, then the non-equipment direct cost must be at least $270,000.
If the total equipment cost is greater than approximately $130,000, then the total non-equipment direct cost must be at least 0.68 x ($480,000 – Equipment). For example, if you have $250,000 for equipment, then the non-equipment direct cost must be at least 0.68 x ($480,000 - $250,000) = $156,400. |
