March 10 , 2009: The National DEPSCoR FY 2009 program announcement was released today. It may be downloaded from <http://www.arl.army.mil/www/default.cfm?Action=6&Page=8>.

There is a major change in the program this year in that eligible universities submit proposals directly to DoD and there is no role specified for the state committee or a state-level competition.

Researchers should contact their university research office if they are interested in submitting a proposal.

Even though there is no “Kansas Program” this year, this website is being left active as it provides useful information from the past. While DoD has made a major change in the way proposals are selected and submitted at the state-level, the nature of proposals requested and the selection criteria are pretty much the same as in past years. It is suggested that you use the information on this website to guide you in developing a successful proposal. Kansas had a 100% success rate for proposals submitted to the FY 2008 program. It would appear we were doing something right.

The DEPSCoR Program

The national DEPSCoR program emphasizes single investigator awards of high interest to DoD. Multiple investigator proposals are allowed but must clearly focus on a single project. Each DEPSCoR state submits a package of proposals for these individually fundable projects. Key considerations in the success of DEPSCoR proposals include.

  • Demonstrate strong technical merit.
  • Address critical needs of one or more DoD agencies.
  • Strong endorsement from the cognizant DoD program manager.
  • Build research infrastructure (people, equipment) in the state.
Researchers should not see DEPSCoR as the only avenue or entry point for obtaining DoD funding. If you are submitting a proposal through DEPSCoR, you should also be seeking funding through other DoD programs as well.
