Kickapoo Tribal officials sought to enhance community emergency response capabilities as part of an EPA Superfund (CERCLA) pilot project. The Tribe also requested technical assistance concerning drinking water quality and issues related to operating and updating existing water and wastewater treatment facilities.

Support in 1998 included review and explanation of federal EPA guidelines for the pilot project in the context of upgrading emergency response capabilities, as well as a meeting and subsequent telephone coordination to encourage a
joint project between EPA and the Kickapoo Tribe. The TOSNAC Coordinator provided referral and introduction of outreach program and instrucors from University of Nebraska, Lincoln,(UNL). Through collaborative efforts between the Kickapoo Tribe, UNL Civil Engineering Department, TOSNAC and Haskell Indian Nations University, a community training about water and wastewater treatment processes was provided in December 1999.
