Site Description

The Land Clearance for Redevelopment Authority (LCRA) of St. Louis County was awarded a National Brownfields Pilot Grant by the EPA in fall 1997. The staff of the St. Louis County Economic Council administers and is implementing the EPA grant. This is a cooperative project proposed by the LCRA and the City of Wellston in order to determine whether there are threats to public health and to ascertain the redevelopment potential of the Wellston Technology Park (WTP), a 100-acre site. A previous user of a portion of that area was the Wagner Electric Company; a portion of the Wagner site was cleaned up under Superfund authority. It is possible that industrial activities at the former Wagner Electric Company facility and/or other sites have adversely affected the WTP area. The vision for the WTP is to create employment and reinvestment opportunities by redeveloping the abandoned industrial area into an industrial regional asset and to create a new economic base for the city. Several key infrastructure improvements have been made (or are planned) to support the location of new business and social services in the area.

Summary of TAB Assistance

The TAB program provided input to the staff and public officials in developing an outreach strategy to engage the Wellston community and inform community members of (1) overall redevelopment efforts and (2) the environmental assessment activities that the EPA pilot project entails. A presentation of the brownfields assessment and cleanup process was made to community members in 1999.
