Site Description

The Turtle Mountain Band of Chippewa is a federally recognized tribe located in North Dakota. The EPA awarded a National Brownfields Pilot Grant to the Tribe in 1998. The Turtle Mountain Planning Department administers the EPA grant for the purpose of site assessment and development of a remediation plan for the San Haven facility. The San Haven facility was a state-operated institution for the mentally retarded from 1934 until 1985. The Tribe intends to maintain ownership of the property and desires to renovate the San Haven facility and establish an economic venture or historic site on the property.

Summary of TAB Assistance

Support from both TAB and the Technical Outreach Services for Native American Communities (TOSNAC) Program were utilized to provide services to this site.

TAB/TOSNAC assistance included:

Input and assistance in developing a solicitation for contracted environmental assessment services
Technical review of reports and plans in understandable, practical terms, so that stakeholders can identify issues and plan for site redevelopment
An informational seminar on environmental assessment and cleanup strategies for the San Haven Redevelopment Committee
Assistance with community outreach by developing publications and presenting educational seminars
