

St. Joseph, Missouri
The Heartland Regional Community Foundation first requested TAB assistance in 2001 because purchase of potentially contaminated property in St. Joseph , MO was under consideration. The property is approximately three acres, with a 40,000 square foot brick warehouse structure on the site. An environmental assessment of the property showed an underground storage tank and below-grade hydraulic lift with limited soil and groundwater contamination near each. Batteries, unknown materials unmarked containers, and 55-gallon drums were also on the site. Heartland Foundation received an EPA brownfields assessment grant in 2004 to further investigate the property. Once cleaned up, the site will become the location for the "emPower Plant," an experiential youth leadership development program facility that will have the capacity to reach up to 15,000 young people per year.

In 2001, TAB reviewed Phase I environmental assessment results, Phase II environmental assessment plans and results, and assist the Heartland Foundation personnel in understanding options for additional assessments, remediation, and redevelopment. In 2004, TAB assisted Heartland in writing a request for proposals for environmental consulting services and provided additional information about the brownfields assessment process. Plans for further assistance include reviewing proposals, attending meetings, reviewing reports, providing education about environmental issues and assistance with community outreach.
